There seems to be a renewed interest in concepts to do with natural forms of energy (Chakra fields, 'Schumann Resonance', natural energy grids, energy based healing etc). The links and information that you posted show that DAARPA at least takes an interest in this sort of thing, and that's enough of a reason for the rest of us to look into those ideas seriously. I wonder if DAARPA has some basic understanding of natural energies, and are experimenting with advanced weaponry that enables them to tamper with the Earth's electrical fields, or even open/close off access to different parts of the electromagnetic spectrum.
